It makes too much sense, will prove too effective & great value for money! Maybe Ireland will wait for a more enlightened country to implement it first, then we can pay an extortionate amount of money on research (JUNKETS) and consultancy (jobs for the boys) and then make a half arsed attempt to implement some of the ideas and ensure that no fewer than 12 government departments have authority over it. The Ireland we all know and love!! Well said, but flawed.
